The Southern Development Council, Inc. (SDC) is a U.S. Small Business Administration Certified Development Company (CDC) founded in Alabama in 1983 as a non-profit. Since that time, SDC has funded over 1100 small business loans and helped their borrowers create over 21,000 jobs.
SDC has been consistently ranked as the SBA’s leading provider of fixed asset loans for Alabama businesses. SDC is the only organization of its kind endorsed by Alabama Banking Services, a division of the Alabama Bankers Association.
Projects have been approved for manufacturers, breweries, retail, government contractors, service businesses, rail yards, quarries, medical offices, veterinary clinics and a variety of business types.
Costs financed include building acquisitions, renovations, new construction, equipment, furniture and fixtures and a number of combinations. Leasehold improvements and equipment are also eligible.

Dana Moore serves as Executive Director, and joined the company in 1994. Prior to joining SDC, she served as a Business Counselor at the University of Alabama at Birmingham Small Business Development Center. Dana is a 1988 graduate of Huntingdon College, and is active in the National Association of Development Companies, the Economic Development Association of Alabama, the Huntingdon College Alumni Board, and is a representative to the Alabama Enterprise Zone Advisory Council.
Walter R. Meriwether is the Financial Manager and Assistant Secretary. He has been with the SDC since 2004. His primary job responsibilities include the day to day accounting and financial reporting for the Company, assisting loan servicing by analyzing the ongoing financial condition of loans in our servicing portfolio, and assisting loan packaging by analyzing the financial position and repayment ability of loan applicants. Mr. Meriwether is a CPA and a 1977 graduate of Auburn University. Prior to joining the SDC team, Mr. Meriwether worked for a public accounting firm and then a property and casualty insurance company serving in the capacity of Secretary and CFO.
Wes Golden is our Portfolio Manager and joined SDC in the fall of 2009. His primary responsibilities at SDC are to monitor and service the loans after they are funded. Wes has worked in the banking industry since 1993 and received his BSBA in Finance in 1996. After graduation, he began working in the Corporate Loan Examination department of one of Alabama’s largest bank holding companies. Eventually he transitioned into lending money and has experience in residential & commercial construction lending, commercial & industrial asset based lending, and SBA 504 and SBA 7-a lending.
Beau Strong is a Business Development Officer and is responsible for marketing and business development within Alabama, concentrating on the central and northern areas of the state. Beau is a 1984 graduate of Huntingdon College with a B.A. in Finance. Prior to joining SDC in 1994, Beau spent 10 years in the banking industry, and served as a branch manager and commercial lender.
Shannon Judge is our Loan Servicing Specialist and joined SDC in the Spring of 2012. Her primary responsibilities at SDC are to service the loans after they are funded. Shannon has been in commercial lending/servicing since 1997.
Debra Clinton joined the SDC team in 2016, bringing 20 years insurance industry experience and a dedication to excellence to her role as Closing Specialist. Whether working to approve, close or service loans, Debra guides both clients and lending partners seamlessly through the process. With her ability to shift from one area to another she elevates the entire team’s effectiveness and accomplishes it all with an encouraging personality appreciated by everyone
Thomas “Ed” Hill joined the company in 2017 as a Business Development Officer. A native of Decatur, Alabama ED is a 15 year banking veteran with a B.A. in Economics from Auburn University. Ed has proven himsel to be a results oriented professional with a “can do” positive attitude that makes work a delight for clients and staff alike.
Dayton Tabor serves as Underwriter and Birmingham Operations Director. Dayton graduated from Auburn University with a B.A. in Accounting and a minor in Economics. He began his banking career at the third largest bank in the U.S. and has eight years experience in helping clients obtain the financing that best suits their unique needs.
Patrick Mast joins the team with eight years of banking experience with a major regional bank. Patrick earned a B.S. in Commerce and Business Administration from The University of Alabama, with a major in Finance, Concentration in Investments and a minor inComputing Technology and Applications. With significant experience in commercial loan underwriting, Patrick serves dual roles as Underwriter and Closing Officer.
